Abstract:
Expanding affordable access to innovative drugs will play a central role in addressing current and future global health challenges. This is particularly critical for low- and middle-income economies as they look to reduce disease burdens through innovative medicines and strengthen healthcare delivery. Is there a policy framework that would both incentivize life sciences companies to continue risk-taking investments into the research of transformative cures--and make these cures available to patients who can least afford but most need access to them? This discussion will seek to brainstorm & rebuild on best practice policies--including the convergence of intellectual property rights, voluntary licensing and strengthening healthcare infrastructure.

Implications discussed include changes warranted in personnel systems, expectations of surprise, and the prospects of loss of control as a result of the complexity and unpredictable interactive effects. The discussion focuses on Indian, American and Chinese options in this context.

Abstract:
Questions about the future of global energy are dominated by two topics: the strong rise in energy demand, especially in Asia, and the combat against climate change. The energy sector is the principal source of global greenhouse gas emissions. That makes energy transition the energy topic of our time and a must if we want to keep our planet habitable for future generations. But striking a balance between fighting pollution and decarbonising the economy, while at the same time upholding economic growth, is an extremely hard task. Furthermore, we cannot afford to overlook social questions concerning affordability. Without affordability, there will not be public acceptance, without public acceptance the energy transition will practically be impossible.

Abstract:
The conversation will highlight global trends in privacy and data protection regimes, and the role of companies like Facebook in contributing – both through its platforms as well as policy interventions – to these trends. Facebook has over 184 million monthly users in India with 95% accessing the website through their mobile phones. WhatsApp has more than 200 million users in India, making the country its largest market in the world. Facebook will be a crucial interlocutor as India’s digital economy grows rapidly over the next few years -- with the growth in connectivity, the rolling out of public hotspots by Facebook across the country, and the government’s push for adoption of digital payments, privacy and data protection will need special attention. With Facebook and other online service providers expanding its user base and services in India, privacy and security features of their platforms will assume centre stage and even influence its future growth in the Indian market.

Islamism has emerged as a powerful force in the politics and security paradigm of the world. The rise of the Islamic State in the Middle East may have come as a surprise to some, but was the culmination of a process that had been around through most of the 20th century. New tensions, exacerbated by the Shia-Sunni divide have now formed another layer of complexity to the issue, which could well take unexpected directions in the future and have implications not just for the Middle-East but the world. The panel discussion is an effort to understand some of these issues and their implications.

Abstract:
The Chinese growth model and developmental history are not only mainstay in public policy but are being emulated by countries seeking similar growth trajectories. The success of the model has propelled China not only as global superpower but the emerging example of an alternate growth strategy to the traditional western notions. Yet in recent years, a slight slowdown in the economy has been noticed. While the Chinese government is aiming to re-balance the economy, shifting the focus towards consumption and services, China’s growth model has faltered slightly for the first time in 25 years. This slight discrepancy in what has been a relatively strong growth trajectory has implications on the sustainability of the Chinese developmental agenda as well as the globe. As China moves forward it will have to play a precarious balancing act between maintaining a strong and robust economy and creating sustainable methods and strategies that can help it continue its development journey. What this balance looks like is still to be decided.

The unprecedented success of Hardik Patel led agitation demanding OBC status for his “influential” Patidar community in Gujarat has once again brought back the spotlight on India's most controversial public policy.  Does reservation policy need a major overhaul? Can one think of a set of affirmative policies that would be able to address numerous shortcomings/limitations of current reservation policy? Are there ways and means to address the growing resentment/backwardness of minorities particularly Muslims and economically backward people from among upper caste? Can one identify more forward looking affirmative action policies other than quotas that several countries around the world are currently following to answer deeply entrenched inequality in their societies? The panel will brainstorm some of the emerging questions.
